Superstition Vista

East Valley Partnership sought to guide the sustainable development of Superstition Vista, a large tract of state trust land near Phoenix. The region faced complex challenges tied to rapid population growth, infrastructure demands, environmental pressures, and differing stakeholder priorities. Residents expressed concerns about safety, congestion, education quality, and environmental preservation, while leaders emphasized long-term economic opportunity and regional integration. A key challenge was aligning public sentiment with forward-looking planning approaches, particularly given gaps between the general population and more informed stakeholders.

The research team implemented a comprehensive, values-based research program combining qualitative and quantitative methods. In-depth interviews and a leadership strategy Illumination Lab identified core emotional and functional drivers of quality of life, while large-scale surveys validated these insights across broader populations. Using a laddering methodology, the study mapped how tangible attributes (e.g., infrastructure, environment) translate into emotional benefits (e.g., peace of mind, happiness). The research segmented perspectives across general residents, “interested and informed” individuals, and key decision-makers, enabling a nuanced understanding of attitudes toward growth, transportation, sustainability, and governance.
