Senior Consultant, Policy + Issues Management

Heart+Mind Strategies LLC, a research-led consultancy, seeks a senior consultant (Account Executive) to join our Public Policy & Issues Management Practice. The position requires an individual who is curious about the perceptions and experiences of stakeholders and passionate about public policy. 


This position has primary responsibilities in sales and providing clients with strategic solutions. The incumbent will develop and manage a book of business built from their own contacts as well as growing existing clients at Heart+Mind Strategies. You will work with a team of consultant-researchers and strategists to form long-term client relationships by providing ongoing consultative support in addition to research driven insights.  

A Senior Consultant (Account Executive) has three primary roles within the Heart+Mind Strategies organization:

  1. To source, generate and deliver profitable sales and revenue
  2. Lead Heart+Mind client teams throughout the research, consulting, and strategy/activation process, including framing/discovery, secondary research, primary research design and execution, synthesis, solution mapping, report development, delivery, and consultation.
  3. Develop future leaders through mentoring.


  • Five (5) or more years of market research, insights and strategy experience—vendor, client side or both – working in the public policy and/or issues management space. 
  • Demonstrated consultative sales experience generating and managing a book of business. The position includes annual sales and revenue targets.  
  • Subject matter knowledge, familiarity, and expertise with the following:
    • United States lawmaking institutions and the legislative process and practices.
    • United States government institutions, bureaus, and federal agencies.
    • Roles and players involved in public policy.
    • Key dynamics of political and policy issues. This position is primarily focused on policy issues and issue campaigns, not candidate polling.
    • Public policy organizations, trade associations, corporations, think tanks, and foundations.
    • Judicial and Constitutional issues and processes.
    • Institutional and corporate reputation, image, and branding.
    • Knowledge of key policy issues.
  • Expertise in primary research methods (qualitative and quantitative), analysis and interpretation of results, and recommendations for implementation.
  • Can design and execute research projects from beginning to end.
  • Practical experience applying insights to drive strategic planning for stakeholder and marketing communications, branding, sustainability, and/or crisis management.
  • Proven experience building and maintaining successful client relationships, winning new business, and an expectation that some current client relationships can be integrated into your position at the company.


  • Passion for helping clients make decisions by monitoring, analyzing, and integrating multiple sources of data (secondary, behavioral tracking, sales, primary research, social listening, etc.)
  • Keen understanding of how the interplay of insights and strategy can create a more powerful result for a client.
  • Excellent written and verbal communication skills.  Comfortable presenting insights and recommendations to C-suite level client teams.
  • Excellent organizational and problem-solving skills with the ability to prioritize multiple projects and tasks and delegate effectively.
  • Strong supervisory and mentoring skills.
  • Works well within a team.


$90K-$140K base, plus sales based bonus
